Fix wide-char buffer length handling

Corrected several WCHAR buffer size/count mismatches across Classic, core, service, and Plus code by using character counts where APIs expect counts and byte sizes where APIs expect bytes. This fixes class-name queries, config reads, Start Menu shortcut parsing lengths, and SandMan driver-log retrieval buffer typing/sizing.
