Sort folders before files in SandMan FileView

Override `CFileFilterProxyModel::lessThan` to prioritize directories over files during sorting while still respecting ascending/descending order, then fall back to default proxy sorting. Also update the changelog entry for #5499 to include the new folder-first sorting behavior.
