Reframe repo as framework, prep for Zenodo (#23)

- Replace LICENSE with full CC BY 4.0 legalcode (was URL only; GitHub showed
  NOASSERTION, Zenodo would have rejected it).
- Rewrite README to lead with the framework (method, rules, ratchet) and
  push the CLI to a clearly-labelled reference-implementation section at
  the bottom. Point to the canonical essay
  https://en.impermanente.es/essays/robopsychology/ at the top.
- Drop README sections that drift from the implementation: 'Current release
  highlights' (now in CHANGELOG) and the inline version history (idem).
- Update Status to reflect Case 3 already completed (regex 0.20 vs LLM 0.73).
- Fix GitHub handle: jrcruciani (was Jrcruciani in author link).
- Remove dangling 'issue #TBD' reference for Zenodo DOI; cite CITATION.cff
  and .zenodo.json instead.
- Add CITATION.cff with the framework essay as preferred citation.
- Add .zenodo.json so the first GitHub release is archived with proper
  framework framing and CC BY 4.0 metadata.
- Add CHANGELOG.md migrating the version history out of README.
- Move CONTEXT.md to docs/CONTEXT.md so the repo root stays scannable.
