feat(m4): add trigger cards and strengthen redirects for 9 quarantine/kill candidates

bayesian→probabilistic, model-selection→model-router, inversion→pre-mortem,
feedback-loops/archetypes→systems/leverage-points, regret-minimization→reversibility/opportunity-cost.
Narrowed invocation for fermi-estimation, debiasing, dual-process (no System 1/2 framing).
Added Trigger Card section to all 9 candidates. Added When NOT to Use for model-selection.
All descriptions ≤200 chars; routing-cases valid; validate-skills and run-structural pass.
