opentelemetry-instrumentation-tornado: sanitize the http method (#4735)

* opentelemetry-instrumentation-tornado: fix http method sanitization

Sanitize all http method users.
This also changed the instrumentation to create spans also for 405 http
status code and fixed server active requests metrics attributes to have
both old and stable semconv attributes when configured to emit http/dup.
