docs(packages/codegen): fix JSDoc comments on `write*` methods (#25966)

Only changes comments.

- Fix some inaccuracies in JSDoc comments on `write*` and `mark*` functions.
- Add missing `@param`s to JSDoc comments.
- Expand some comments.
