perf(react-compiler): avoid cloning aliasing effects (#26009)

Avoid repeatedly interning and deep-cloning aliasing effects during mutation inference. Cached effects are now interpreted by reference and cloned only when persisted.

Benchmarks improve by 8–14% on representative React Compiler workloads.
