ci: Use ruff formatter (#1682)

* Reconfigure hatch to only use ruff

* Do not add notebook formatting with initial ruff integration

* Run ruff 🐶 format

* Lint and format notebooks

* Add ruff format checker and always apply linter fixes

* remove notebook metadata

* Switch formatting order
