[CI] merge estimated-times updater into e2e test workflow (#15209)

- Merge update-estimated-times job into schedule_e2e_test.yaml
- Fix if: expression for boolean input update_est_times
- Make upload_timing opt-in via update_est_times input
- Remove schedule_all_e2e_test.yaml and
schedule_update_estimated_times.yaml
