Enable the native MTP verify kernel on supported M5 runtimes

Turn on the existing dflash-mlx four-row q4 verifier inside the guarded native-MTP verify scope, honor an explicit dependency opt-out, and expose real kernel activation and call counts in MTP health telemetry.
