fix: Type errors and test infrastructure

- Fix nia_e2e null return type in index.ts
- Add vitest dev dependency for CLI tests
- Fix BoundedMap to implement full Map interface
- Add ProjectContextMap interface for system-transform.ts
- Fix config.test.ts to use bun:test import
